After the interinstitutional proclamation of the European Pillar of Social Rights in November 2017, the European Commission and Eurostat have begun applying the social scoreboard. The Social Scoreboard is a new public policy instrument which will allow monitoring progress in education, employment and social policies within the EU. The scoreboard is based on 12 indicators.
Since article 1 of the European Pillar of Social Rights grants all EU-citizens the right to life long learning, the social scoreboard contains an indicator on “adult participation in life long learning”. Since 2012 the percentage of adult learners iin life long learning has increased from 9.3% tp 10.8% in the EU. Thus, clear progress has been achieved,
